Is there any correlation between the purpose of the Ashlar and the purpose of Jacob's Ladder?
Please Note: I am not a Mason. And also, I am not an anti-Mason!

They are both symbolic of attaining higher levels.

The Ashlar (rough & smooth) would be a symbol of one working on his own bodily temple (himself) to improve himself morally and spiritually (aka:. rough to smooth by a Stone Mason).

The Jacob's Ladder would be the symbol of one obtaining or the path to obtain eternal life.   The symbolism is no different than that as given by the Bible & Church.
"He who would assume to govern others must first learn to govern himself."
